What you'll be doing:
This role is for a UC Chief Engineer to lead the technical design, engineering, and engage in operational support for all VoIP and Unified Communications (UC) services for Navy SMIT contract. This position requires a strong technical leader who can interact directly with the Navy customer and contract partners, ensuring the delivery of high-quality, secure, and reliable communication services. You'll be responsible for the entire lifecycle of the UC environment, from design and implementation to optimization and troubleshooting, with a heavy emphasis on the rigorous Navy accreditation process.
Responsibilities will include:
Technical Leadership: Serve as the primary technical expert for VoIP and UC services, providing design, planning, and engineering oversight.
Accreditation and Compliance: Lead and manage the Risk Management Framework (RMF) process for all UC solutions. This includes developing and maintaining all required RMF documentation, such as the System Security Plan (SSP) and Plan of Action and Milestones (POA&M).
Security & Hardening: Ensure all UC systems and services comply with Department of Defense (DoD) security protocols, including Security Technical Implementation Guides (STIGs) and cybersecurity directives. You will oversee and directly contribute to the hardening of all systems to meet these standards.
System Management: Lead the engineering and maintenance of backend VoIP infrastructure, including platforms from Cisco and Ribbon Communications. This includes Call Managers, Session Border Controllers (SBCs), and other UC platforms.
Customer & Partner Interaction: Act as the main technical interface to the Navy customer, as well as contract partners and vendors, to discuss technical requirements, service improvements, and emerging technology. You will be a key participant in meetings with the Navy's Authorizing Official (AO) and security team.
Lifecycle Management: Manage the full lifecycle of UC infrastructure, including capacity planning, patching, upgrades, and system documentation.
Troubleshooting: Provide Tier 4 engineering support for complex VoIP and UC incidents, resolving critical issues to minimize service disruption.
What we are looking for...
You'll need to have:
Bachelor’s degree or four or more years of work experience.
Six or more years of relevant experience required, demonstrated through one or a combination of work and/or military experience, or specialized training.
Ability to obtain and maintain a Secret DoD Security Clearance.
At least 20 years of progressive experience in Networking, VoIP and UC engineering, with a strong focus on large-scale enterprise deployments within a DoD environment.
Proven, hands-on experience with the DoD RMF process, from categorization and control selection to system authorization and continuous monitoring. Familiarity with the eMASS (Enterprise Mission Assurance Support Service) system is highly desirable.
Deep knowledge of Cisco Networking, VoIP and UC solutions (e.g., CUCM, Unity Connection, Cisco Expressway) and/or Ribbon Communications platforms such as the Application Server and Session Border Controllers (SBCs). Strong understanding of SIP, H.323, and other VoIP protocols.
Even better if you have one or more of the following:
A degree in a technical discipline.
Professional certifications such as CCNP Collaboration or relevant Ribbon product certifications.
Prior experience directly supporting the Navy's command and control or information warfare systems.
Experience with automation and scripting (e.g., Python, Ansible) for managing UC environments and RMF artifacts.
Familiarity with cloud-based UC solutions and the DoD Cloud Computing Security Requirements Guide (SRG).
Experience leading a small team of engineers or technical staff.
